Government Decree on MSY, TAC and Exploitation Status in Indonesian Fishery Management Region

The decree about ‘estimasi potensi’ (Maximum Sustainable Yield, MSY),  “Jumlah Tangkapan yang Diperbolehkan” (JTB, maximum allowable catch), and exploitation status for each WPP (fishery management region). The decree illustrates perceptions of the government of Indonesia (GOI) on current status. The MSY at nearly 10 million tons, much higher than the 6.5 million tons presented in the previous decree (Kep Men KP 45 of 2011).  The maximum allowable catch is simply 80% of the reported MSY, which reflects GOI’s interpretation of the FAO precautionary principle. This decree shows that 48 of 99 assessed fisheries in Indonesia are over-exploited, and that 38 of 99 fisheries are fully exploited.  Only 12 out of 99 fisheries remain moderately exploited.
